The Opportunity

WSDOT is currently seeking to fill the State Incident Response (IR) Program Manager position, located in Olympia, WA. In this role, you will manage the strategic operations of the statewide Incident Response Program and develop and implement strategic operational improvements as it relates to incident response and Traffic Incident Management (TIM) statewide. Additionally, this role serves to align all responders and partner agencies with industry best practices while managing daily program operational needs. The State IR Program Manager will provide vision, management, guidance, and strategic direction for the statewide IR Program and several initiatives in collaboration with all potential partners in the field of TIM, including but not limited to all WSDOT regions, the Washington State Patrol (WSP), Washington Fire Chiefs (WFC), towing services, and other emergency and incident response partners. This position will develop and implement policies and programs to improve safe response to, and clearance of, roadway blocking incidents.

  • Coordinate, collaborate, and communicate with State Incident Management Administration.
  • Development, coordination, tracking, and delivery of training using common computer tools, software, and websites such as WaTIMCo and SharePoint for information sharing and advertisement.
  • Coordinate Washington State Fusion Center training with IR Program and TMC staff, and other responder partners.
  • Lead statewide quarterly IR Program meetings; provide IR Program reporting for FHWA requirements.
  • Develop IR Team Standard Operating Guidelines; coordinate with IR leadership statewide and WSP for Authorized Emergency Vehicle permitting and IR driver vetting.
  • Develop agreements, policies, guidelines, and user handbook for Major Incident Tow (MIT) and Instant Tow programs; approve payments and maintain records within required timelines.
  • Prepare contracts, Memorandums of Understanding (MOU), and other Agreements that serve interagency needs for the IR program.
  • Support coordination and establishment efforts associated with WaTIMCo partnerships and Joint Operations Groups (JOG) that serve as regional TIM teams.

Required Qualifications:

  • A bachelor's degree or equivalent years of experience in fields closely related to Incident Response, Traffic Incident Management, and/or Emergency Management.
  • Five (5) years of progressive experience and knowledge in all the following:
  • Strong understanding of traffic incident management protocols and best practices.
  • Experience in project planning, implementation, and evaluation related to transportation or emergency response programs.
  • Knowledge of hazardous spill cleanup rules and regulations, roadway lane clearance techniques and methods, traffic control and operations, crash investigation efficiencies, emergency management and operations, and field personnel training.
  • Ability to manage budgets, resources, and timeliness effectively.
  • Familiarity with the laws, regulations, and policies governing transportation and emergency response.
  • Proficiency in data analysis and reporting related to traffic incidents and response effectiveness.
  • Effectively communicate with constituents.
  • ICS100, ICS200, ICS300, ICS400 ICS700, and ICS800 FEMA training for emergency response and operations or the ability to obtain within the first six (6) months of appointment.
  • Experience in stakeholder engagement and collaboration with local, state, and federal agencies.
  • The ability to pass a criminal background check from the Equipment and Standards Review Unit of the Washington State Patrol (WSP).
  • A valid driver’s license.

Preferred Qualifications:

  • Leadership experience in management, transportation operations, and emergency operations.
  • Ability to successfully lead teams and address national audiences regarding WSDOT's initiatives on Traffic Incident Management.
  • Strong commitment to promoting safety for responders and the public during incident management operations.
  • Demonstrate the ability to lead and manage cross-functional teams effectively.
  • Experience in developing training programs.
  • Excellent verbal and written communication skills, with the ability to present information to diverse audiences.
  • Ability to perform fieldwork, including responding to incidents in various weather conditions and environments and attending incident debriefs when requested.

Overview: The Cybersecurity Engineer will play a critical role in safeguarding the company's information assets and technologies. The Cybersecurity Engineer is expected to be well-versed in current and emerging security threats, as well as various security frameworks.

  • Develop and implement a comprehensive plan to secure our computing network.

  • Keep records of security monitoring and incident response activities.
  • Research security enhancements and make recommendations to management.
  • Stay up-to-date on information technology trends and security standards.

Required Qualifications:

  • Bachelor’s degree in computer science, Information Security, or a related field. A Master’s degree in one of these fields is a plus.
  • At least 3 years of experience in an information security role, with a minimum of 1 year in a security engineering or similar strategic role. Experience in managing security frameworks and compliance requirements is essential.
  • Professional information security certification, such as CISSP, CISM, or similar.
  • Extensive experience in information security and/or IT risk management with a focus on security, performance, and reliability.
  • Solid understanding of security protocols, cryptography, authentication, authorization, and security.
  • Good working knowledge of current IT risks and experience implementing security solutions.
  • Experience implementing multi-factor authentication, single sign-on, identity management or related technologies.
  • Ability to interact with a broad cross-section of personnel to explain and enforce security measures.

  • Identify and define system security requirements.
  • Design computer security architecture and develop detailed cybersecurity designs.
  • Prepare and document standard operating procedures and protocols.
  • Configure and troubleshoot security infrastructure tools & devices.

Required Qualifications

  • Hands-on experience in security systems, including firewalls, intrusion detection systems, endpoint protection systems, web application firewalls, vulnerability scanning software, privilege access management, data loss protection, log management, content filtering, etc.
  • Experience with network security and networking technologies and with system, security, and network monitoring tools.
  • Familiarity with web related technologies (Web applications, Web Services, Service Oriented Architectures) and of network/web related protocols.
  • Problem-solving skills and ability to work under pressure.
  • Experience with incident response and handling security incidents.
  • Ability to work independently and in a team environment, with excellent communication and collaboration skills.
  • BS degree in Computer Science or related field, or equivalent experience.

  • Certifications such as CISSP, CISM, Azure Security Engineer, or similar, are a plus.
